Outside involvement: what did other nations/organizations do
The United Nations; deployed the UN Protection Force and attempted to create safe havens for Muslims to protect them from Serbian assaults. They were unsuccessful and perhaps the greatest atrocity of the war occurred at one of these "safe havens." This was the Srebrenica massacre. In an attempt to protect the remaining foreign peacekeepers' safety, neither European governments nor UN officials would accept American proposals for military action.
The UN & The European Union; Cyrus Vance (former US Secretary of State) and Lord David Owen (former British Foreign Minister) acted as negotiators for the UN and EU. They created a plan, called the Vance-Owens plan for obvious reasons, that planned to divide Bosnia-Herzegovina into ten regions with a leading ethnic group in nine of them. This Vance-Owens Peace Plan proved ineffective, however, due to territorial complexities as well as Serbian pugnacity.
NATO (North Atlantic Trade Organization); after a particularly despicable attack on Sarajevo in August 1995, they began bombing Serb positions within Bosnia in order to protect Bosnian Muslims.
United States; allowed representatives of the quarreling regions to meet in the sheltered Dayton, Ohio.
